The ongoing conflict in Ukraine serves as a stark warning of the tactics Russia is willing to employ against its perceived adversaries. The fear of similar aggression spilling over into other European nations, particularly those with Russian-speaking populations or close proximity to Russia, is palpable. While some argue that NATO’s increased presence in Eastern Europe might provoke further escalation, this perspective overlooks a critical point: inaction or inadequate response has historically emboldened Russian activities.

Hybrid Warfare Escalation Due to Inaction

Over the past few years, Russia’s hybrid warfare tactics have only grown bolder and more frequent. When NATO and European countries hesitated or acted too cautiously, it provided Russia with opportunities to intensify its efforts. For instance, the lack of a robust initial response to cyberattacks and disinformation campaigns allowed these threats to proliferate, as seen with the 2022 cyberattack on Estonia and the widespread disinformation during the European Parliament elections.

False claims about the attacker’s identity and background were rapidly disseminated through social media, with notable far-right figures and Russian-linked sites amplifying these narratives.

This deliberate spread of misinformation has heightened tensions and fueled violence, as seen in the widespread riots across various English cities. The involvement of Russian-linked disinformation campaigns suggests that these riots are not merely spontaneous acts of unrest but part of a broader strategy to exploit societal fractures and weaken European unity.

Moving Forward

To effectively counter Russia’s hybrid warfare, Europe and NATO must enhance their coordination and implement comprehensive measures that go beyond current efforts. This includes:

  • Protecting Critical Infrastructure: Developing more sophisticated and resilient infrastructure protection strategies.
