I do not think that there is a hierarchical relationship in diplomatic relations between nations and in particular between the United States and Ukraine. However, if the United States had brought Ukraine under its nuclear umbrella, Russia would have refrained from making any threats of a nuclear bomb attack against Ukraine. For Russia it is not a question of nuclear deterrence towards Ukraine but of nuclear coercion towards Ukraine which is not a nuclear power.
